Start with the workplace and pay period

Identify the province or territory, employer, establishment and period being assessed. A rate announced for a different jurisdiction or year does not answer the worker’s entitlement.

Find the operative legal instrument

Use the Gazette or competent department’s final notification. Record its number, issue date, effective date and covered categories; distinguish a recommendation or draft from an operative rule.

Read the scope of the notification

Check whether the rate is for unskilled, semi-skilled, skilled or another category and whether a specific industry or establishment has a separate regime.

Match the rate to hours and pay basis

Compare the same daily, hourly, monthly or piece-work basis. Do not calculate a daily rate from a monthly figure without checking the relevant working-days and hours provisions.

Examine wage components separately

Read the definition of wages and any conditions concerning allowances, benefits and deductions. The label used on a payslip does not settle its statutory treatment.

Keep a reliable payroll record

Retain contracts, attendance, wage slips, bank evidence and notices of rate changes. Document how payroll was revised and any arrears calculation.

Identify the right complaint route

The appropriate authority and procedure depend on the applicable labour law and establishment. Check time limits and preserve evidence when raising an underpayment concern.

How to Verify a Wage Rate

A sound comparison uses the official rate for each period. An old article or a minister’s announcement should not be the sole basis for a payroll decision or legal claim.

Step One: Identify the Jurisdiction and Category

Deductions & Fines

Only deductions permitted by the applicable law should be made, and their conditions and limits must be observed. Review the legal basis for each category, including:

  • Income tax required by law
  • Court-ordered deductions
  • Lawful provident-fund contributions
  • Recovery of advances subject to legal conditions
  • Authorised absence deductions where permitted
  • Proven loss or damage under the statutory procedure
  • Permitted accommodation or amenity charges

The existence of an agreement does not automatically make every deduction lawful. Check any requirements for consent, authorisation, records, limits and an opportunity for the worker to respond.
